Where the Concrete Meets the Jungle. September 2020. A man, who lived in the homeless community in Encino, smokes crystal meth in his hotel room, in Van Nuys, on June 15, 2020. He moved into the hotel through a program called Project Room Key, which was implemented to protect vulnerable homeless people from the Coronavirus.
